How do I optimize my website for search engines?
Well, first of all, there is no magic bullet for SEO. If a company promises that they will get your website to the top of Google in a matter of days, run away. This company either does not know the slightest bit about SEO, or more likely, they are Black Hats. Black Hat tactics are the opposite of White Hat tactics. Without elaborating too much, this essentially means that dubious methods are used to improve your ranking, such as putting your link up on link farms or trying to trick Google through sneaky redirects. These efforts might have a positive short term result, but as soon as Google or any other search engine picks up on this, your site will be BANNED. By this time, the Black Hats have already taken your money and are long gone.
So what would White Hats (the good guys) do? Essentially, SEO is all about content. If your site does not have good, relevant, targeted and fresh content, then search engines will not rank it highly. This is the bottom line.
So if you have specific content on your website, that is well organised into different pages, content that is not plagiarised or duplicate across your website (Google HATES duplicate content), then you're doing pretty well. Google also likes a lot of content, so the more the better. Just make sure that the content is relevant. The key idea here is create your site for humans, not search engines. Doing so, will ironically enough improve your search engine ranking. Good quality content is referred to as Link Bait - i.e. an encouragement for other sites to link to your site.
Which brings me to the next point.
There are of course other factors that come into the equation besides content. Most important are back links.
Try get as many other websites to link to your website. Google loves if many sites link to your site. However make sure that these sites are of good quality and not of dubious nature. This will harm you.

I still haven't really answered why SEO is more of an art than a science. The simple answer is that Googles search algorithm is one of the best kept secrets in the world (besides the Coke recipe). All we can do is see what works and what doesn't and make decisions based on these observations.
For the layman, the most important things to remember are good content and as many quality backlinks as possible.
